alright I noticed in DA2 he was the only companion you couldn't romance and that didn't romance anyone else (like aveline and donnic) and varric needs loving and was a fan favorite so he will likely be an LI if he is a companion. this isn't guaranteed obviously but it is my theory what do you think.
if varric is a companion in DAI he will be an LI here is my theory tell me what you think

It was supposed to happen if you didn't romance anybody in the game and chose all the ♥ options with Varric
You can't have heard it, because no line was ever written or recorded. It was just something we talked about doing. We never actually did it.
