If you what to get everyone's loyalty, you will have to do all of them, or all but one, before hitting the Derelict Reaper mission, as that will set a mission count (if you have at least one loyalty mission left and/or you activate Legion) that will only allow you to do two missions (side mission and loyalty mission, or two loyalty missions. If you do the last loyalty mission you need and haven't done a mission between the Reaper IFF and then, it will trigger the Collector attack) or it will activate the Collector attack outright (if you have no loyalty missions to do and didn't wake Legion).
It makes sense when you spell it out like that - little delay between the Collector attack and you launching the SM means you might actually save all, instead of just a few, of your crew. I just had no idea you could do that.
I typically delay doing the Jack loyalty mission as long as possible to build up the necessary paragon/renegade points to be able to keep both Miranda and Jack loyal in the aftermath (same with Tali / Legion). This time, however it didn't give me the dialog options and my paragon is about 95% full, just like my last play-through, when it did let me use the paragon option to diffuse the argument and keep them both loyal.
Is that particular sequence tied to more than just your paragon/renegade scores?
Well, I don't know the specific Paragon/Renegade scores you need, but it sounds like on your last playthrough, you were just over (or at) the needed Paragon score and this one you were just under it. I tend to save either Jack or Miranda's loyalty mission for one of the very last as well. I usually get my Paragon/Renegade to 97%-99% (it might have to do with me having all the DLCs for ME2) and I have always been able to keep both of them loyal since I started doing that (I had to figure it out the hard way). However, there is a way to get back the loyalty of whoever you sided against in their confrontation. You have to talk to them afterwards and try to convince them that you were just trying to placate who you sided with. You still need to have your Paragon/Renegade be around 95% though I'm pretty sure it is somewhat lower than the requirement for the confrontation.
Tali/Legion doesn't require your Paragon/Renegade to be as high as in Miranda/Jack. I have a couple playthroughs where I wasn't able to convince Jack and Miranda to stand down, but I was able to do that with Tali and Legion.
The way I do it, I save Samara's loyalty mission for one of the last, but I do it before Jack/Miranda's. If I am able to use all the Charm/Intimidate options when I'm in her apartment, I have enough Paragon/Renegade to keep Miranda and Jack's loyalties in their confrontation.
As to your question; no. The sequence isn't tied to anything other than Paragon/Renegade scores. You could be romancing either one of them and still lose their loyalty in the confrontation.
Hope this helps.
