I can't seem to select Dominate, Lash, or Flare from the list of bonus powers when in character creation.
I've finished both Leviathan and Omega and am able to select them from the Med Bay on another character, they're just not showing up when creating a new character for some reason. Is this normal?

I believe this may be expected on PC. It works fine on console (Xbox at least). There was a similar bug in Mass Effect 2 whereby you could not select Stasis as a bonus power from the character select screen but you could select in from the Research Terminal on the Normandy.

I think this is in fact a bug. It has been a while (December) since I tried it last, but what I ended up doing with my Sentinel was switching the power via Gibbed so I could use Flare on Mars instead of waiting to get access to the Med Bay.
