Right, that's why his normandy crew are all Alliance, or why he still has the ranking of Commander.
It's been 2 years since ME, but once he became a SPECTRE he didn't just drop his position within the Alliance. However, becoming a SPECTRE did give him independance and power outside the command of the Alliance.

Wrong, it is his rank. Officially, it's Lieutenant Commander.

This is not a hoax i personally knew someone who was down on thier luck and by sending the following email to 10 of thier friends had an abrupt change in luck. Commander in the aliance is both a rank and a billet. Shepard has no aliance rank anymore. He was never promoted from Lieutenant Commander because he left the aliance to serve the council.....he is simply commander of the SSV Normandy SR2. Now he holds the Commander role on the Normandy but NOT the rank since he is above any and all Alliance rabks. I've been in the military for 5 years and held all sorts of billets.
Alliance military personel answer to those ranked above them.....Shepard does not because he has permanently detached from the Alliance. He can choose to help the Alliance but nothing they say holds any authority over him. They no longer have the right to promote him because as a Spectre he outranks them all. It would be like a private trying to promote a Major....it would be an insult....or at least viewed as such.

On a more serious note I expect the e-mail system to be used to follow up on small side quests, to grant small side quests, or as a convienient way of staying in touch with characters you wouldn't normally be able to. It might even tie up loose ends from mass1 they couldn't fit into an actual side quest/main quest mission I would guess.

Perhaps Anderson, but as of today I doubt that you'll be in contact with your love interest much. Check the Sci vs Fi part 2 vid if you don't mind spoilers.
