Seriously, what is Bio supposed to do? Not make the game friendly to newcomers when something between a half and a third of players will be newcomers? Not make the game friendly to longtime fans?

I couldn't agree more. if I had to sum up what I hated the most about ME3 in 1 point it would boil down to the fact that I did not have fun playing it.
As for Bioware saying the next Me game would appeal to longtime fans and newcomers alike. I see nothing wrong with this statement since the original trilogy is over and Bioware will be picking up thier new story with a new main character, new squadmates, a new storyline and hopefully a new timeline ( I'm still holding out hope for a sequel set 100's to 1000's of years in the future ), logic dictates that this new ME game would be an ideal time for new gamers to pick up the franchise.
Marketing ME3 as the best place to jump on the franchise however was a stupid move, you don't begin reading a book by starting on the final chapters and you don't begin watching a film from the final 20 minutes, you have to begin at the beginning or you are going to get left out on important plot details.

Well, what's wrong with the statement is the very fact that they used it (or a very similar one) in their description of ME3. The statement no longer holds any meaning, because they will say it about anything.

I'm hoping the new game will have a new playable character, new secondary characters, and a lot of new stuff (weapons, ships, armour, planets, etc.)

I agree it's idiotic; a new player can't be invested one way or another in, for instance, the rachni, since he's never heard of them. There's nothing you can do for the new player except explain who the hell the rachni are, and Bio accomplished that very efficiently.
