I have finished all of the blight quest except for the arl of redcliff i cannot turn in the quest because tegan is gone. I have the ashes to giv him but he is no where to be found?
what do i do?

This was fixed with the 1.02 patch.
Try installing Patch 1.02, available at http://social.biowar...page/da-patches, then exit the castle and come back and see if he returns.
If he doesn't you can go up to the second floor and target Arl Eamon directly, but that has to be done with the completly zoomed out tactical view, and is a little fussy.
