Take one of the salarian helmets from a salarian merc and recolour it. It's not fricken hard to do at all. Only Samara, Miranda, Jacob and Jack would have needed a proper outfit(they gave Miranda armor in a dlc)David7204 wrote...

Your entire point revolved around buying and selling, so that says to me that the reason the outfits weren't easy to make was due to cost issues.
I pointed out how it wasn't costly. And recycling outfits from other characters, even MP characters, is neither hard, nor time consuming.

Because it's a great deal of work to make another 7 or 8 sets of outfits.
You seem to be under the very silly impression that the developers had a set of fully completed sealed outfits, but then said to themselves "You know what? Let's throw this all away. It's more important that the player doesn't go without seeing skin for 10 minutes."

Allow me to point out that Skyrim has far, far, far lower quality character meshes and armor than Mass Effect. Clipping is omnipresent. In addition, Skyrim doesn't have character animations anywhere even remotely close to the ones in Mass Effect.
