Tali and Samara's reveal trailers are linked to their "trust" missions, not their recruitment.

If you don't have any idea what I'm talking about, Tali's Trust achievement is called 'Treason,' which was mentioned at the end of her trailer.  In Samara's, Samara is fighting another Asari but it's hard to tell who is winning.  Her Trust achievement is called 'Doppelganger'.

I'm not sure if anyone has noticed this yet (I'm guessing they have though), but now I'm going to go nuts with the other reveal trailers and speculate.  Especially SuZe's, because her's points at a complete change of heart ("Catharsis" - The releasing of emotional tensions)

I'm pretty sure you recruit Tali on the Flotilla since she isn't in the squad when you get the Normandy

However, I'm certain that Samara is on Illium since the GameSpot article confirmed it

In one of the gameplay vids, it shows that the first time you see Tali is actually on a planet that looks similar to Feros. Let me find the video

From one of the videos, you see that you first meet Tali in some kind of installation, along with some of her fellow squadmates. The area doesn't look like the flotilla, so I'm guessing OP is right.

You don't recruit Tali there though (Freedom's Progress), she leaves after you're done there. You must recruit her at some other time.
