I would like to make a custom save import for ME3, but I don't have the time nor will to play ME1/ME2 again.
Is there a save editor with all ME1&ME2 choice modifiers?

No no no, I don't need pre-made saves, I need a save editor like Gibbed's, so I could choose all the options myself.

Gibbed is all I know about. You would probably have to use both ME2 and ME3 Gibbed to get it to work (ie modify an ME2 save with ME2 Gibbed for ME1 choices and some ME2 choices, then import and do final modding with ME3 Gibbed).
