is there a way to have fem shep get Miranda outfit. could someone help.
also if this isn't allowed I didn't know if it is forget I said anything

It's possible to change casual, at least here there's a Femshep wearing Liara's outfit, but if you want Miranda's maybe you'd have to tinker things up a bit .. Or make a request XD.
Also try Ottemis's High Res texture thread (you can find many delicious casuals / re-textures there)

Yes, mesh modding is now possible via the ME3explorer.
ELE08 was kind enough to share her mods (such as importing femshep's ME2 dress, new hair options, etc) , tutorials and resources in her awesome blog here.
^ That's Miranda's casual outfit with Jean-Luc textures , resource files by ELE.
Very useful tutorials that will help you out with the explorer :
