Probably Liara, but I don't find it to be a flaw. I like her soothing voice quite a bit.

I don't know why, but it just sounds like Ali Hillis is trying to inhale and talk at the same time. It's especially noticeable when you talk to her in her cabin, when she says "I can only wonder how you do it".

Maybe she was trying to sound less like Lightning, lol.

Yeah Allers voice also was bland after the first interveiw I kicked puffer face allers off the ship, I laughed when I got the news story about her dying on the other shipBaladasDemnevanni wrote...

They clearly want to make her sound all "mystical" and ish, but it sounds BAD... raspy and monotone. So grating.

Gawd no they're so annoying.
But yes, even though Male Shep has the most boring and bland voice acting in all of the games combined, Mark is pretty good on other characters.

How is Mark Meer boring he did bad in me1 but I would give him the upper hand In mass effect 2 and 3 Imean I don't mean to start a argument but when me2 and 3 came out hale kinda got monotone. Mass Effect 3 had an amazing cast of voice actors and this is even more highlighted when you play other games out there. Bioware and a few other gaming companies have really worked on raising the VO bar and it shows.
In my opinion, Bioware did an amazing job on the voice actors ...
There were instances where a voice actor seemed to pale compared to others such as Jessica Chobot (Diane Allers). Granted, she was pretty inexperienced when put up next to actors like Jennifer Hale. But even she had a moment where I thought she did well ... speaking about her (Diane's) home planet being destroyed. The break in her voice was spot on in that moment. And while I thought she paled in comparison to others, she did a better job than I probably would have in her shoes.
There were also times that a response choice was applied that didn't fit ... Mark Meer's "Steeeeeeeeve" comes to mind. But that was in the editing and not on the actor. They do multiple versions of a line and it is within another process that the reading of that line is chosen. Once again, "Steeeeeeeeve" comes to mind and I love how Mark Meer talks about it.
But overall, the voice acting is pretty solid and the voiceover director Caroline Livingstone did a great job at guiding these guys. No complaints here.

I recorded, I don't know how many bazillion lines for the KOTOR mod, Brotherhood of Shadow. I didn't have anyone to play off, and it's not easy.

From the main cast, I have to give my vote to Liara. I like the VA's voice a lot, but Liara sounded very sedated through most of the game.
EDIT:
Garrus' oohing aahing and sighing got old 2 mins in.
? Is this a missing bedroom sequence I'm unaware of?
