Diana Allers...but it isn't completely Jessica Chobot's fault, I think. The writers simply didn't give her much to work with.
There are some others I didn't like (for example Tali's voice annoys me to no end), but I wouldn't call them boring or bland.
If anything, Jennifer Hale tents to exaggerate a bit when it comes to renegade lines...or flirting. She's still one of my favorite VAs in the series (next to Ali Hillis, Courtney Taylor and Keith David)

I'm of the opinion that he is inferior in all 3 games. His voice acting is part of the reason why my canon Shepard is female.

Not that I thought Hale was amazing...Meer did a better job IMO. Its just that I thought Hale's problem was a tendency to overact. Im not sure overacting would qualify as bland or boring.
As for bland, I'm going to go with Allers and Jacob.

We're going to have to agree to disagree. I find the porno reference curious though. What makes a voice sound like it's in a "porno" during a scene that involves intimacy?

I watched the german version of Tali's song, my native language, and there it sounds really good. The original/english version is embarrasingly bad

That singing was awful.
It was the most cringeworthy 'dialogue' of the entire series. I felt sorry for her voice actor.

just the way she does the voice sounds really really odd. i dont know how to put it, but im more than sure some would agree with me on that

Of course the song is bad, I was being sarcastic. Though a terribly sung karaoke song was more realistic than a well sung one. Still Tali's voice is by far my favourite in the series, dat accent:wub:

I agree hale was just so boring in 2&3 most of these people who think is better are bias cause they like her other work I hate how people hate on meer he was so much better in me2 and me3 I tryed making a femshep in me2 & 3 I stopped playing because her voice was so boring and monotone Thats why I only play male shepardRZIBARA wrote...

Not sure what you mean, because Tim Allen actually did a great job as Buzz Lightyear. The only time he played into the straight-voiced spaceman was during his intro (which, ironically, is kind of what Meer sounds like), but since then put a lot more feeling into it when it was required.

Out of the main characters though, there was not a single one I thought was done poorly.
