For instance the TGI and just stands out in the open soaking up damage?
I don't mean like throw a controlller through the TV because you're stun locked angry but does it annoy you to watch someone play sloppily and succeed?
Does it bother you when someone plays an OP kit sloppily?

Doesn't matter on a TGI. I say let them as long as their poppin those packs and staying alive I dont care. Soak up dem bullets for me! 
Lately I've been taking some of the those OP kits and making them not so much OP but fun... TGI is the greatest example. Been running a spitfire on him... never... ending... bullets. Fun w/ drill rounds, blast everything, keep blasting, and blasting. Not the greatest deeps when compared to other options (even with the cloak lol) but damn its fun to just srpay a bazillions bullets all match long at everything (and the jetpack dodges help with movement speed gun penalty!).
Melee AIU... yeah of course shotgun is her thing but man her light/heavy melee killin is fun!!!

As long as they succeed it really doesn't bother me. Unless somehow their playstyle is interfering with yours you should never be upset by how someone chooses to play the game.

I'd be much more annoyed at a TGI that kept dying. A Ghost just standing around spamming Stim Packs is just LOL-worthy. [cough] Yet another example of wtf DLC content. [/cough]
Otherwise I don't really care, as long as peeps do the objectives and aren't a burden. If you're not happy with how they play the 'OP' kits then you should just thank your lucky stars that their not using a bottom tier kit.

Not really an "OP" kit, depending on who you ask, but it drives me nuts when I see a Volus doing nothing but shield boosting.
I also hate when people overuse Flamer. Especially around Banshees, because I can't see that they're about to warp me :|
