Whether or not the picture in question looks like a teenage girl is up for debate, but the fact that men (by this I mean physically mature human males) tend to be larger, hairier, and have different facial features than women (unless deliberately altered through clothes, makeup, or more drastic means) is not. Obviously, this is not always the case (I have been mistaken myself on occasion), but the vast majority of the time you can tell the difference between a man and a teenage girl with only a glance. Maybe I am wrong about you and you only meant that people should not be forced to dress themselves a certain way because society says so. If that's the case, I agree with you.
The difference is there yes, but the natural difference is a lot less than it is made artificially by a particular lifestyle, clothes, makeup and behavior.
