No, primarily because people have custom Shepards, and you cannot do the face import of your Shepard made in Unreal Engine 3 into Frostbite 2.

It's impossible to have 'Shepard' in the game unless some artist went out of their way to remake the default Shep. Which they wouldn't do since not 100% of players use it.

Shepard will not be in ME4 for THIS REASON alone; there is no chance of him/her appearing because of it.

Also 4 out of 5 ending in ME3 Shepards dead so that makes it a bit hard for him/her to do anything.

Shep's child will be an Asari Commando/Librarian that you are forced to rescue/help. She'll join your squad and you might be able to romance her. Lip service to Liara will be via e-mail.

Is this a good thing or a bad thing?

There are only 4 endings if you count refuse.

Sorry, but this is an awful idea, even if MEN does turn out to be a sequel.

My Shepard never had children with Liara (no, the scene on Earth wasn't conception). Proposals that start with "we should play as Shepard's kid!!1" are... absurd. At the very least you're forcing an option on the people that never picked a childbearing LI (so, anyone who romanced an alien, or nobody, or arguably Miranda, or a same-sex LI) and the whole idea of kids seems to be fulfilling a sligtly disturbing subset of fan desires to see the intergenerational adventures of the Shepard family.

There is literally an entire universe of more interesting protagonists out there.

I completely avoided talking to Liara at the end, the second time around. I didn't even think of Conception there. I just dislike talking to her. Glad I dodged a bullet.

It would be a bad thing if your Shepard didn't romance Liara, it would make her a rapist who deliberated melded with Shepard to have a kid with her
