According to my files Mass Effect 2 is a bigger download then mass effect 3 if you include all the DLC for both?
Is this right?

It depends on a variety of factors. Which platform you are on, exactly which SKU (Version, Language etc) of the game you have and a few other things.
As far as I know, there is no significant difference on average between ME2 and ME3 in terms of overall size of the product.
It's worth noting that larger doesn't necessarily equal more content in terms of "time you can play" though. On consoles, data is often duplicated on the disk multiple times to improve load times and such. Some content is also significantly smaller than others, while still being very unique.
I played Worms: Armageddon for like 15 hours this weekend, that's like 500mb
