Messing around with it, it sure makes some stuff go boom, but more of a general aoe boom than a sniper rifle? Note, this is SP only.

IIRC the SP Krysae is the first "nerfed" MP version before they completely tanked the ROF. But yes, it is mainly for AOE, stagger, and applying ammo effects. Not a precision weapon by any means.
