I have almost 1450 hours but I first completed my manifest between the 600 and 700 hour marks after Retaliation. Didn't take long to top off again after Reckoning. And I would buy plain ol' Spectre Packs in bulks of several million credits.
You ask me, 700 hours is the norm. Any longer means "bump the difficulty up".
So how long did it take YOU to max your manifest?

- They didn't miss the weekend operations, which usually gave an ultra-rare.
- Fewer item types by them meant bigger chance to get ultra-rares.

Uh, that don't mean sh*t. It happens and has happened to everyone who's played. I had my dry spells too.

Funny, but I went gold 3 months in and went plat farming for a long time. Took me almost 1000 hours. It may not be your "norm" but I ask of you: how could I turn up the difficulty?

With the last DLC and the Promo guns, I ended up getting real busy before I got a chance to finish them up - had about 3 or 4 UR unlocks left. Finally spent a day or two this week and finished it up. Final time was just over 900 hours.
Along w/ a maxed manifest, I have every single weekend challenge medal, and have also completed all the challenges. Also, AFAIK none of my friends play anymore, so I guess I've pretty much finished ME3MP in every way possible.

Exactly 100 cards to unlock. So probably another 500-ish at the rate I'm playing. I waste a lot of credits keeping my consumables stocked though... I'm too particular about it.

My friends and I have finally switched over to mostly platinum. What combination and/or ratio of various packs, if any, seems the best, strictly for going after ultra rares, while trying to maintain a supply of the pertinent level 3 gear items? And/or, do the PSPs really have a sufficiently increased chance for a UR to justify the cost Vs. going regular SP and getting more gear for the buck? Also, is there anything to be said at this point for trying to maintain 255 of each consumable and then buying SPs or PSPs in bulk?

Even if you get 255 of each item, you will still continue to get those items in packs. So, you shouldn't save up to 255. It's a waste.
PSPs have a 15-25% chance of dropping a UR, depending on your luck
SPs have a 10-15% chance.
Arsenal Packs are the best because they don't drop character cards. So, you always get one more gear than other packs.

On average I say it took about 500K credits for me between each UR, aside from a 5.5Million credit streak where I got nothing.
