You're assuming that is a thing that "stands" out for a character to interesting, which can be the case, you're right, but there are many which the flaws don't even make a person look twice.  A character can be interesting to somebody because they can relate to them or maybe the person enjoys someone who is a clown in a sense, a joker - Alistair, for example or someone who extremely smart, like Mordin, etc.  You can find all sorts of aspects to make a character interesting.

Garrus: Doesn't think for himself. Either makes his decisions based on what Shepard tells him to do, or to do the opposite of what someone else wants him to do.

Liara:Has cases of obsession which can lead to people being creeped out
Jack:Loves voilence too much and has alot of trust issues where she pushes people away
Garrus:Has issues with orders and tends to think with emotions first.

I can go on and on.

Jack's defensive wall, not her fault obviously, but one can see that as a flaw.

Not everyone likes it when every character is the embodiment of some archetype or another.

I consider kindness a flaw to a degree. They're all flawed to a degree. I consider bravery as something that can be ridiculously idiotic. They're even more flawed.

You're not defining strength and intelligence. Those are very broad. You aren't even defining the other two concepts either. 

You're not even making an argument.

Being too much of anything is a flaw. Even good things are bad in excess.

Also...the only character (with decent character development) I'd argue WASN'T flawed in ME was...um...yeah...um...damn...um..CRAP.

Someone give me a character cause I can't think of a single one. :lol:
