I agree with the OP - why?

Because if it is an option (not a must) then why not?

And: It is not that uncommon to offer a reward for being saved from bad situations (be that being beaten up, raped or killed) and, it is not uncommon to offer sex (at least not for women) if you do not have anything else to offer (what would a low-born maid/servant have to offer otherwise? - money? no, they normally do need that themselves (even more if they have family and/or children!), expensive items? - unlikely. weapons/armor? - unlikely, too.) and i would not judge a person doing that.

That isn't true.

In fact Syphilis is thought by many to have originated in the New World. It was then spread to Europe by sailors who had caught it from native women. Some of the crew of Columbus' voyagers may have been the first Europeans to contract it.

I am playing a female city elf in DAO, so there needs to be care taken in DAI so the protagonists engages in consensual activity and doesn't force themselves on anyone.

Well, for my two human male nobles;

My main with Lel is going to be traveling the world with her and will likely not be around if something goes wrong for Alistair, who is ruling alone (unhardened).

Same deal for my noble who's with Morrigan and goes through the mirror.

My female human noble is married to Alistair, and she's pretty much like Anora, though more compassionate and altruistic. She is the power behind the throne while Alistair is basically her king in shining armor and provides the face and leadership for the nation. Al is unhardened. They will have children.

For my human female mage, Alistair is hardened and is in a relationship with him. She's the unofficial royal concubine and cohabitates with him as such. Everyone knows who and what she is, so everyone knows the only thing keeping her from being married to Alistair is the Chantry and Nobles who would object to seeing a mage on the throne, let alone a Grey Warden. They too will have children.

I am not putting Anora on the throne.

The chances of casual sex being included is next to nil. Bioware will be doing everything they can to avoid any controversy. Which is fine if they spend the time making the game the best they can.

I should clarify when talking about casual sex I meant how it was portrayed in the Witcher games. The collector cards in the first one and sex as a reward in the second one.

Nah, they pretty much include casual sex in the dragon age games through brothels for the most part though there are the occasional NPC that offers a quick romp.  Isabela in DA:O was one of those and she was actually hanging around in the brothel.  The dwarf and human noble orgins also offer a chance for some casual sex as well if I recall.

Bioware first priority is for the game to sell.
If it doesn't sell the DA franchise as far as videogames is concerned is finished.

Not necessarily. According to Gaider, Wardens do have difficulty conceiving, with males being more likely to impregnate someone whereas women have more difficulty actually conceiving. However, two Wardens cannot have children without magical intervention. It's possible, but highly improbable.
