You should try the Asari Huntress's Dark Channel from power-specced Tactical Cloak.

Not faster than anything, but it's very helpful since it WILL kill a Phantom if you just leave it on her and walk away.

Fastest I-can't-screw-it-up way to take down Phantoms is to play an off host flamer built Geth Trooper with a Reegar Carbine. The only skill left is getting it in range, then being able to successfully hit a button (either one or a combo of both) - dead Phantom
