DC is great for phantoms. It's like a kill-order, and they can't escape it, even on platinum. Remember to detonate it with throws, or if they block your throw with their glowy ball just shoot them.
I still prefer to fight them in close quarters with throwsplosions and hurrdurricane everywhere. High risk, high reward.

Oh and on dc, remember that once you splode the mook it is damaging with throw, it will move to the next one, and you can splode them again. Just an alternative to running into the middle of them and detonating them personally with annihilation field and throw.
