Trade must flow is listed as completed,
i got that red-hair woman from a farm and told the guy in silverite to come, he agreed.
However, there is not a trace of icicle ring in Juriahs inventory !

For the third upgrade, all the Merchant's Guild Board quests need to be completed. One of the quests isn't available unless you side with the smugglers. This mod is a workaround.

Thanks, i now know why it wont ever happen

During the beginning quest The Assault on Vigil's Keep, you must save the terrified merchant from darkspawn. He is located in the keep's courtyard.

Or if it refer to the beginning of awakening, well someone run away, didnt catch name or face too well

^It's right at the beginning of Awakening, going left after entering the first gate.
