I played through me3 once and want to play again with the same character but can i change decisions for him from the previous games?

I realize my character from ME 2 can't

If you import a ME3 character, I'm fairly sure the past decisions will be written into that save file. I'm not 100 % sure, as I don't have the Genesis comics myself, but my bet is 'No'.

What platform are you on? If you're on PC, there are relatively easy ways to edit your save-files for all those different choices in past games :-)
