I was watching Sci vs Fi Mass Effect 2 part II, and at one part a developer says something about Miranda's father making her into the perfect woman.
Does this mean...Miranda is TIM's daughter? Aww, snap! It'll test her loyalties if you choose to oppose him.

Or it could refer to the genetic scientist who improved her, which would mean that her father is just working for the Man. Anything is possible.

No, it doesn't.
If you read her info on the main website, you can see that she is from a wealthy family on Earth, and she actively pursued Cerberus and became a part of it.

Whilst her info does say she's from a wealthy family on earth etc. Miranda from Shakespeare's 'The Tempest' is the 2nd, I think, daughter of Prospero, the Magician, who lives on an isolated island with her Father.
Now this may not be exactly what Bioware had in mind. But Prospero = TIM, Island = Cerberus Station.
You never know what twists there may be, and she may have been IVF'd in the first place by Cerberus.

Even if he's not her biological father, it's entirely possible that Miranda has 'daddy issues' and TIM is her surrogate father or fulfills a father figure role in her perception of him.

Most probably genetic material from many people was used to engineer Miranda. TIM may be one of them. TIM-Miranda relationship reminds me of "FRIDAY", by Robert A. Heinlein

Not quite on topic, but I've got a feeling you can get Miranda to double-cross Cerberus. Her loyalty achievement is called "The Prodigal", which makes me think she's been seduced by Cerberus and you can make her come back to your senses or something.

Yeah & Luke Skywalker's father was just a navigator on a spicefreighter!
Who's to say she isn't TIM's daughter, he could have set her up with a surrogate family on Earth (lets face it, TIM is a busy man, can't control the galaxy & raise a kid at the same time!) & have them steer her towards Cerberus when she was growing up?
