Miranda is another civilian to me and stays onboard the Normandy. She is the XO and like Pressly takes over command when Shepard is on missions.
Miranda is a civilian, though she's also more of a contractor when it comes to this context. She's a crack shot and a very powerful biotic. She has extensive training that she's mentioned, and she has the practical experience and leadership capability to back it up.
Not to defend her choice of attire in all situations, but she must be knowing what she's doing if she's doing it in stiletto heels.

Joking aside, Miranda is a Cerberus Agent and Officer who managed to elude the Illusive Man's assassin's as well as keeping the alliance off her scent (I gather that they at least know who she is since she mentions that she'd be shot on sight by the alliance if she were to try to break in to see him.)
And she does refer to herself as a Superspy in the Citadel DLC. Not that that might have been a shout-out to Chuck for fans of Yvonne or anything, but the line is there and it fits Miranda.
Thane meanwhile is a trained Drell assassin of the Hanar, and in lore, they're held in very high esteem. He shows his mettle constantly; He seemed to take out an entire room full of Eclipse mercenaries without any problems and make a perfect execution that even Garrus compliments. I'd definitely rather have him on my team than Liara.
Jack is.... Jack. She's been a super-biotic primal beast since she was a child. She's also been a psychopathic murderer and violent convict for her entire life. She's more of force of nature in a fight than a teammate. I wouldn't want her as a teammate given her instability and unsuitability (as well as propensity for picking fights), but if I can control her rage, or, better yet, redirect it at something that needs to explode quickly, then she becomes very useful indeed.
