Having trouble purchasing DLCs! Help, Bioware!

I guess its somehow related to your account then, i would open a ticket at the link above ( Live chat with response times of a few minutes compared to hours or even days for a mail ) or give the EA support a call.

Thank you for your suggestion. I guess Bioware and EA doesn't even care about this problem.
I'm gonna just download complete ME package form Terminus extranet.
