So I just finished all the sidequests in Tien's Landing and I'm ready to fly to the Imperial City. Only problem is Jian still won't teach me the Tempest magic style. I did every closed fist option I could find so far except sabotaging the dam (I thought the 2 extra merchants would be worth the OF points...), and that's still not enough for him.
So I guess my question is this : Is there a way to gain additional closed fist points before ending chapter two (looking for some sort of CF loop if there is one), or is there a way to return to Tien's Landing during chapter 3 after I've gotten more CF points in the imperial city? Otherwise, have I just barred myself from a nice magic style by reparing that stupid dam?

You can return to Tien's Landing later. Repairing the dam didn't help you but even so I don't think you can progress far enough down the closed fist path to learn Tempest before leaving.

I think you need to be half way through CF to learn it.
