It would be a huge design philosophy shift for BioWare to suddenly go back to silent PC. It'd be almost as big as them doing away with companions.
That being said, apparently the article talks about how they have possibly shifted their stance on not showing the full text response beforehand at all... which is a possible circumvention of ninja paraphrases.
That would be a nice step to ameliorate their voiced PC policy.
A notch of control (or at least warning) of the exact tone (more specific than a generic term, such as aggressive) that could be used to know if your character is going to coldly threaten someone, go off the handle and start yelling at them or smack them across the face with a hammer and we may have a passable voiced dialogue system.
Unlike many people who have a problem with paraphrasing, I think the tone icons and color-coding of options are excellent tools to make informed decisions. They just aren't ENOUGH by themselves with a paraphrase. What is actually said PLUS the implied tone / color coding for skill used/morality adjustment is ideal, IMO.
