The two looks different. Shroud looks like an 80s' retired porn star. The concept image of Cullen is not that old when compared to his Dragon Age 2 counterpart. I doubt Shroud would age that much in the interval between the 2 games. I think it's a new character.

As long as my character can romance him, and have him stand by her side through terrible events, only to have him succumb to the Calling at the end of the game. Leaving my character weeping broken shell of what she was when he was by her side... then I'm happy.
