I doubt that the agents feauture is related to the MP. Something similar was already said in the GI coverage, when they talked about your "army",

It's a Seeker cape... I don't think the symbol on it will be the same in DAI if the Inquisitor gets one.

For instance, we've seen Cassandra leading the Inquisition into some battle. Maybe they're attacking Weisshaupt, maybe they're not.
But, what if we could control Cassandra during that mission? We've already done something similar at the gates of Denerim in DAO.

I liked the talk about having agents to send on missions, but I hope it's not in a assuming direct control kind of way. I dislike making the choices of other characters, even they are companions.
