Humanity had no contact with any council races. They weren't even part of council space at the time. How could they know about the council's laws? The Turians just started attacking humanity without trying to negotiate. The Turians were the aggressors here not the humans. The turians are to blame for the First Contact War.

This one is all on the turians - actually, it's on the Citadel and the Council more than anything. Their experience with the rachni had them react and ban all future relay investigations, and criminalized doing so - even if it's a new species who activated and came through a relay, having their first experience with aliens. There's no attempt made at communication, just opening fire. And they consider this reasonable?
And the Council wonders why humanity is so hostile towards the other races...

I also don't understand why they didn't put a stop to this war. I think they could have prevented this from even happening.

Humans were just beginning to explore their corner of space and had yet to make first contact with any species. As such the Alliance had no concept of borders and territory. They had no way of knowing that they were trespassing.
The Turians of course would know that they were making first contact with a new species, and thus the decision to open fire rather than attempt to communicate is unreasonably aggressive to the max.
