Nevarra is equivalent to Prussia (part of Germany).
The voice actress is British.
To me, the accent sounds European French, a very light touch of European French though, not as heavy as Leliana, obviously. Kinda like an english native trying to imitate a french speaker who would speak english, if you ask me.
It doesn't sound like a german trying to speak english at all to me.

Cassandra sounds like Isabella Rossellini to me. She is Italian with a Swedish mother, so perhaps it's a blend of those two accents?
