Can't go into proper talk with Officer Dara to get Samara.

I've just done the Shadow Broker DLC and I got Thane just before it so I could take him with me. After that, I went back to Illium and I went to speak to officer Dara to activate the mission where you recruit Samara, but all she says is "Nothing to declare? Move along." And I can't get so Samara. I reloaded an earlier save and it still didn't work. Any suggestions on what to do?

Prior to completing the Shadow Broker DLC, did you ask Liara about Samara? There is a known bug whereby if you give Liara the Shadow Broker intel (and she walks out of her office) before you ask her about Samara, you cannot recruit Samara. You must ask Liara about Samara before you give her the Shadow Broker intel.
So if you have a save prior to giving Liara the intel -- which would trigger the start of the Shadow Broker DLC missions -- then you will be able to recruit Samara later. Otherwise, you are out of luck. I know there is a terminal in her office that is supposed to allow you to get intel on Thane and Samara which will allow you start their recruitment missions, but it only works for Thane and not Samara.
