Albert Wesker. Circa RE 5. Palm strikes and dashes everywhere. All enemies would be stunlocked by his dashing they won't have a chance to stunlock him. Not to mention he would demolish all the bosses.

Jack Krauser. Just being able to own bosses with that arm of his would be awesome. Would make for some awesome knife fights with phantoms.
