Found it in the twitter thread (courtesy of ElitePineCone) ... and the character referred to is female (Could it be Vivienne?)

Mary Kirby:
When @NoodlyDoom stops by just to tell me how much he hates one of my characters, it makes my day. #WritersPit #EmotionalHooligan
Frank Gordon @NoodlyDoom
@axl99 @BioMaryKirby All I want is an interrupt to slap that character. Every time she speaks.
Interesting...
Also Gaider talking the most about her doesn't really reveal that it's his character. I remember him having a lot to say about Isabela before it was even confirmed she was Isabela, just because was more active then the other writers at the time...
From where I'm standing there really isn't anything in those Tweets that indicates Mary's writing Vivenne. Could be talking about Cassandra or the other rumored female companion Sera who, in the "leak", was described as a brat.
In the Game Informer Article it's Luke and David talking about Vivienne and while we know Gaider would comment about all the characters as he's involved with them all to some extent as lead writer, it wouldn't really make sense for Luke to go on about Vivienne's personality and background if he wasn't writing her.
Vivienne as an outrageous, haughty and arrogant Orlesion seems to me to be the perfect character to be slapped every time she opens her mouth.
It may make more sense for Game Informer to quote a senior writer (Luke) rather than an in-house writer (Mary).
All Bioware personnel quoted in the Game Informer article were "senior" level or higher, and Game Informer seemed to name drop the titles of the Bioware personnel to emphasize the legitimacy of Game Informer's exclusive scoop. I find it conceivable that Bioware made only higher ups available to be interviewed, or that Game Informer chose to avoid quoting Bioware foot soldiers that might appear to be less important than senior employees.
Luke had only two comments in the Game Informer article with only one of those two comments being directly about Vivienne (paraphrased):
What happens to a pro-circle and pro-chantry character when the entire system crumbles?
Bioware does not create characters to all be agreeable and likeable, but rather to help create meaningful consequences for the player's decisions.
