Since you're fixing all various things, how about buffing most (not the Harrier) ARs so they're more than just water guns?

Not sure about that one. I could but it would have to be extremely limited. Name a gun and a way of buffing it that doesn't break the game in terms of being better than the Harrier or Typhoon & one that we can actually edit and doesn't get overwritten with balance changes.

Possibly make the Avenger all-around better. And the GPR. And the Phaeston. And Revenant.

They do nothing to armor, they do nothing on headshots, they do hardly anything to shields or barriers. Maybe give them some kind of piercing advantage so that they strip things fairly well but aren't as good for pure health?

If this is for the file ME3MemoryPatcherSet.rar then you will need a program such as Winrar to open it(you can find a download for that for free on Google).

These look wonderful. Could you get rid of those damn negative modifiers against armour for Batarians and Krogans?

Those are hard coded into their melee attacks, so you couldn't change them with a simple .bin file change.

Dunvi has lovingly pointed out a dozen times it requires hex coding. I'm hoping Anno still thinks those are stupid and is willing to do that. :v

I didn't read all the comments but the targets at 7 for the slashes seems wayyyy to good.

There is no need to open it, just save it somewhere and replace the original but make a back up.

IMO, smarteck is the only one able to do it, not sure. maybe gerotex also. It requires essentially complete redrawing. Ottemis posted some of MP characters though.

It's actually more complicated than hex editing, now that I think about it.

Just to make sure, I did some searches on the whole modding aspect. First, there is ME3 EULA here, for example (everyone should get it with the game anyhow):
eacom.s3.amazonaws.com/EULA_Mass+Effect+3_en_10.5.11+FINAL.pdf
Then, there are a number of discussions in the thechnical support forum and general forum where Bioware clarified their policy:
social.bioware.com/forum/1/topic/323/index/10849566/&lf=8

and the policy hasn't officially changed, but they aren't doing ban waves anymore so people aren't being banned for modifying their game files.

If they were, Annomander would have been gone quite some time ago.

May be an issue in the US. But in many other jurisdictions these EULAs are simply invalid.

Only the judges in the US belief that a customer really wants to enter another legally binding agreement when he installs the DVD he legally purchased.

The other question: most Mods are only effective when run on the Server - especially everything damage related. Client side mods are possible for
- using supported, but normally not selectable stuff (Like Chakram launcher, Polonium ammo)
- Reloading/magazin size seems to be client controlled, but remaining overall ammo seems to be controlled by the server.

I was wondering about that....

The nerfed Typhoon is godly in the hands of the destroyer and juggy and still above average in the hands of any turian kit.

This change in normal gameplay I think would unquestionably result in easy mode....

re: Slash
Reducing the speed AND the ability to bypass cover? Thinking of the maps, I'm not sure which maps where you'll actually get more valid targets even with the range and radius increase....unless it's right near a spawn site....

Not sure, this does not give some unfair advantage at a first glance, no more than AUI+Reegar, probably even less. First, it is not done for profit. Second, it is only used in private games and it should be used in private game so as to not traumatize unaware sensitive people with horde mod. Must admit, it was almost traumatizing for me to see 70 dragoons rushing you on wave 12 and I have quite a thick skin. Third, I would personally consider volus sliding over the cover a mere curiosity unless somebody can say that ability of volus to grab centurions makes him serious overpowered. Same is true for other tweaks which are really minor. Compared to what is happening in the game constantly with all glitches and bugs and sync-lag stuff. I'm not even mentioning people with billions on their accounts and millions of CP after playing 3 hours.

So, IMO there is nothing here that violates official policy and EULA says that modification that are allowed are OK.

On the contrary, it makes the game more enjoyable. And if developers are not releasing any new contents, fans should step in and give it a go.

But it might be highly desirable if BW would make an official list of permitted mods. Or produce a patch that would verify integrity of locked assests. However, server side verification might be essentially sufficient as it is.

I can elaborate at length on force locked assests of Civilization IV and lack of a lock in Civ 5 multiplayer but eventually, Python/SDK for the games were released with semi-official support and everyone was able to mod their hearts out.

tldr: There is nothing wrong with modding the game as long as the players do not traumatize other unwilling players and do not gain unfair advantage.

The modding of things like this was still considered to be against the rules, even if people want to try to twist the wording to make it sound like it isn't. However as I said it's irrelevant because they aren't banning anymore for anything.

I'm also already aware of the benefits of players being able to mod things =P

Not sure, if it is against the rules. For example, quote from

me3tweaks.blogspot.com/2013/05/insanity-challenge.html

NOTE: If BioWare is in a bad mood, you could get
banned. I've been modding for over a year now and nobody I've played
with has been banned (myself included). As long as you don't cheat or
play public matches, you should be fine.

But personally, I would not be willing to host the modded private games up until I max out the manifest. On to grinding then, there is only 46 UR left, just a little last push.

It is not the authority statement, it is the actual state of affairs statement. The official policy is set by BW and if it is not violated, nothing bad is happening to nobody. It means that BW sticks to official policy firmly which is quite expected.

Older games, like Baldur's Gate and all Infinity-based games were modded to oblivion even though BGT basically rewrites parts of the plot and completely remakes multiplayer. Yet, BG-EE gets some legal issues and is essentially shut down. But if there is no money making involved and contents is free for everyone, there should be no legal grounds for any action. Also, cannot ban everyone and there is no point.
