Those are hard coded into their melee attacks, so you couldn't change them with a simple .bin file change.

If this is for the file ME3MemoryPatcherSet.rar then you will need a program such as Winrar to open it(you can find a download for that for free on Google).

Dunvi has lovingly pointed out a dozen times it requires hex coding. I'm hoping Anno still thinks those are stupid and is willing to do that. :v

There is no need to open it, just save it somewhere and replace the original but make a back up.

and the policy hasn't officially changed, but they aren't doing ban waves anymore so people aren't being banned for modifying their game files.
If they were, Annomander would have been gone quite some time ago.

Not sure, this does not give some unfair advantage at a first glance, no more than AUI+Reegar, probably even less. First, it is not done for profit. Second, it is only used in private games and it should be used in private game so as to not traumatize unaware sensitive people with horde mod. Must admit, it was almost traumatizing for me to see 70 dragoons rusing you on wave 12 and I have quite a thick skin. Third, I would personally consider volus sliding over the cover a mere curiosity unless somebody can say that ability of volus to grab centurions makes him serious overpowered. Same is true for other tweaks which are really minor. Compared to what is happening in the game constantly with all glitches and bugs and sync-lag stuff. I'm not even mentioning people with billions on their accounts and millions of CP after playing 3 hours.
So, IMO there is nothing here that violates official policy and EULA says that modification that are allowed are OK.
On the contrary, it makes the game more enjoyable. And if developers are not releasing any new contents, fans should step in and give it a go.
But it might be highly desirable if BW would make an official list of permitted mods. Or produce a patch that would verify integrity of locked assests. However, server side verification might be essentially sufficient as it is.
I can elaborate at length on force locked assests of Civilization IV and lack of a lock in Civ 5 multiplayer but eventually, Python/SDK for the games were released with semi-official support and everyone was able to mod their hearts out.
tldr: There is nothing wrong with modding the game as long as the players do not traumatize other unwilling players and do not gain unfair advantage.
