So after fruitlessly searching for a guide to beat the desire demon with Jowan I finally found the best way to kill her myself. Here is what I have found to be the most effective method for taking down this exceedingly annoying boss with the weakest character.
1. Activate arcane shield and make sure your mana is fully recharged before starting the fight.
2. Kite the demon in a circle around the edge of the arena.
3. Alternate between Drain Life and Lightning (drain 3x, lightning, repeat). If you're out of mana then keep kiting until you you have enough to use more spells. Only stop to cast then immediately continue running.
4. When she splits look for the demon that isn't glowing as much as the others and hit it with an auto attack.
5. If she activates her resist bubble don't worry about it and just keep going with the rotation.
6. Use your D-pad to target the lyrium veins when you have an opening. They don't give much, but they supply enough mana for a few exra shots. I like to tag the one inside the arena, use paralyze, and then run over to the far vein on the right side of the arena. If you're health is low, use drain life, otherwise hit her with lighting and arcane bolt. When she gets out then revert back to steps 2 and 3.
If you do this right, then even her big Horror/Weakness/Flame Blast combo won't kill you. Keep in mind her health is constantly regenerating, and sticking to drain and lightning are the best ways to keep your dps up and her health low. Hopefully this will help anyone looking to replay or even people on their first time through. Good luck and happy demon hunting!

This is one of very few instances where it actually pays off better by not killing.
When you approach her the last time, the time when she is already in demon form,
say: "i'm willing to talk"
" i'll need some coaxing to leave you off the hook"
If you at this time havnt unlocked Blood Magic yet, this is the time to do it.
say: "i want to learn blood magic"
If you already have blood magic unlocked, say:
"keep it simple, just to increase my abilities"
This gives you another free point to spend on some talent

You can't make any deals unless you play as a mage Warden (i.e. you send one of the NPCs into the Fade).
