I've noticed that while DAO already has a very large amount of mods and many exciting projects, ME1 barely has any, if my google skills are up to par. This difference seems a trend seems pretty common among shooters vs. rpgs, looking at for example how Oblivion has an staggering cornucopia of mods. So, can anyone tell me whether or not ME2 is likely to be easily moddable, and why ME1 doesn't seem to be?

ME1 has no mods because there wasn't a toolset for the game, unlike Oblivion/DA:O/Fallout 3. And, as of yet the chances are ME2 wont have any mods either.

ME2 has no toolset so any mods will have to be hacks.

It's designed to not be modifiable, they've always said that mods would not be a part of Mass Effect. I can think of numerous reasons they'd want to maintain that. I'd say you should not be expecting any more mods than the first game had.

Seeing how it's based on the Unreal Engine 3, I really doubt that there will be any modding whatsoever. Bioware can't just give everybody a toolset like they could with their own engine on Dragon Age.
Or maybe they "could" do that, but have made the decision to not make Mass Effect moddable.
Either way, we will not be seeing any modding for Mass Effect.

I'm fairly certain that part of the UE3 license is you can't allow people to mod your game at all.
The best you could do is what ME had, texture replacement using horribly unwieldly tools.

I don't think it has anything to do with being UE3. The Unreal engines have always been highly adaptable, which is why it's used in so many different games. The point is Bioware is trying to create a overarching narrative of three main chapters. If you put in mod support it could create all kinds unpredictable situations in which players are unable to import their careers from game to game. I think that's why they killed the mod aspect for Mass Effect.

No mods at all for ME2. Even if someone did, I wouldn't use them for fear of invalidating your save for ME3
