I'm gonna go back and read this thread in its entirety later, but I just have to say I was surprised/heartened to see 91% "positive" response (although really it's 95% with the other 4 who will play without any incentive to do so).
I don't think it'll happen, but like you said, no harm in participating.
As for ideas, I think it's pretty obvious that we "should" get the new maps, the new Salarians that were "teased" in the mock ups for the wouldabeen challenge banners, the new challenge banners, and eh, reskins of the retaliation copy-paste characters? That is, new armor/pattern/skin/light choices for the, you know, reskins.

What are the legal stands around the unreal SDK? I know this game is no Skyrim, but wouldn't it be much easier on the original devs if they could just let us mod our own characters and stuff into ME3?
I know stuff is stored sever-side too, but still.

Nevermind that the definition from modok8 is an outdated take from times when peasants asked their governing nobles for something, because demanding it would get them flayed, it is one of many.
What a petition is at its base is a show of social force (force as in "were a lot of people") to coax a very deliberate response by weight of numbers. It's just the literal form of a group of people standing on your door telling you to do whatever they want you to. It's a social form of intimidation.
It evolved into a form that's supposed to deliberately avoid the implication of intimidation, because it's a civil gathering of interests, but the social concept is the same: "we are more than you, listen to us".
Just to put it out here.
That being said, I would wish to end this particular thread at this point so as to not spiral the whole discussion into "what exactly is a petition", now that the topic is outlined as a wishful discussion rather than an outright petition.

Also, releasing the engine is not a choice of Bioware, the developer, it would be a choice of EA and Epic, the publisher and copyright holder respectively.
