ME(4) probably to be released in 2015. Would it make sense for BioWare/EA to at least provide one more "Surprise" DLC in a few months to.....

Licensing/copyright issues are difficult, and I don't know the full story, but I can give a few extrapolations based on what I do know.
There's two ways to release software - binary distribution, and source distribution. Epic offers two versions of the Unreal Engine: You can download and use the UDK, free, but in exchange you do not get to see or edit the source at all. It remains Epic's intellectual property. You can alternatively license the entire Unreal SDK, which includes the access to the source code, allowing you to alter it to your needs.
Bioware has the source code. This means that the code behind ME3 has two different companies' IPs involved - both Epic's, and EA/Bioware's. First off, I doubt that the licensing agreement allows Bioware to release the source code. Second, I sorta doubt EA is about to release any IP of theirs.
What does this mean?
It means:
It is flat out impossible for Bioware to officially release any sort of PCC patching capabilities (changes that would require more than a coalesced fix) as that would involve allowing access to source code.
Bioware would have to alter their code to accept mods in order to officially support modding. This means things like altering the way that the game loads resources, and the entire sfar structure. Right now, it is impossible to do so without understanding the way the packages are constructed and finding ways to circumvent it - those protections are technically protected.
This Wikipedia article is pretty interesting. If you look through, you will notice that all of the games listed were released or were re-released under an open source license, OR they were developed using in house tools and either the Engine is completely dead (unused), often even the company is completely defunct. Another way to read that is, there was no money to be gained by retaining the IP.
The way to get around releasing source code for all of the games (Bethesda games, Valve games, Dragon Age Origins) that have supported user allowed modding is to provide a toolset - a premade software distribution that interacts with the engine without revealing all of the workings under the hood. Often these toolsets were made for the developers, so that they could use graphical GUIs, have their developers think less about complex aspects of coding, or allow non-technical people to work on aspects of the game (art assets, sound assets). Regardless, since they abstract away the underlying engine, the same goal is achieved.
Often these modding tools will allow you to use a scripting language that sits on top of the engine, and similarly, we can do that here - the UnrealScript scripting language is documented freely on the web, and has been pretty invaluable to me so far. However, as I mentioned above, the game does not have any built-in way to accept third party scripts, so it would be impossible to add our own stuff without Bioware altering their code, or giving us access to it (neither of which is going to happen).

this statement makes absolutely no sense to me. I designed and co developed two game apps and if I had a huge following that would've requested for more it would've been amazing. What business do you know of doesn't want it's consumers to enjoy their product so much that they wouldn't want more? Also what kind of developer doesn't want to "develop" more? Are you serious or just randomly joking? How is the thread "insulting"?

It's also a little insulting in that the devs have moved on. Do you really think a paid DLC is going to make up for the costs of regathering a team (start up and wind down costs are some of the most expensive parts of a project), the time and effort making the new DLC or patch, and also the time and money lost from the projects the devs are working now? You're asking them to give up work for an old game with no support from their parent company.

If you've already started work on a new project, making a new game, I'd far rather my fans show support by donating towards the new game's development or preordering the next game, not asking me to interrupt its development to cater to a small audience and an old game that's not going to make any real money or name for me.

Perhaps but insulting is probably a bad word to use when fans think your work is so good that they want more of it. JMO though.

No, not even close, which is effectively why I said it is not going to happen in an earlier post. But I just don't find it insulting to ask. Somewhat unrealistic, but purely complimentary. I'm not sure I saw the original post said before it was edited, but in its current form there is nothing wrong with it.
I still think a couple of community weekend operations would be worth it though.

I'd love to have some of those Cat 6 guys as an enemy - drones that insta-strip your shields? Guardias with omni (rechargeable) shields? yeah, they were fun to fight. Also, rampart mechs, adjutants etc.
No demands, just love the game. If the folks in charge were vaguely interested in more 3 content and took a look at potential sales, threads like this couldn't harm in assessing whether it would be profitable or worthwhile.
