Wasn't the Genophage (at least Mordin's recreation of it) supposed to only adjust birth rates so that the Krogan population would be stable and not explode in an industrialized environment where Tuchanka's predators are not a factor anymore? I believe Mordin said something to that effect in ME2. Whatever happened to that in ME3? (honestly can't remember.)

It's basically the Krogan's violent nature and fatalistic outlook that's killing them, regardless of the stabilizing effect the genophage is intended to have. I imagine adding a full-scale reaper invasion to the equation would only seal the deal for their extinction, since they would hardly have viable numbers to continue once the war is over.

I think the krogan are mostly to blame but think the genophage was a little extreme.

See, I don't like that analogy, because it's comparing the whole sapient species to children, so as to say that none of them know better. They're smart enough to invent nukes (Einstein-caliber physics), but not understand simple cause-and-effect for their actions. That's the worst kind of excuse for them. If they're that dumb, no cure should even be considered.
I'm sure they knew what they were getting themselves into with their aggressive expansion (war), just didn't care.
As such, the blame falls on them. Well, their leaders, to be precise, but public opinion also drives political policy.
