So, since PS4 doesn't have backward compatibility people who played on PS3 must buy the game on the same console if they want to import their saves?

Who knows? People on Xbox are similarly affected.
They're working on a way of importing your decisions that's separate from the traditional save import, though they haven't said what it is yet. I wouldn't worry about it though - carrying over your decisions is so central to the series that there's no way they'll totally disregard it.

I doubt that they will refuse to bring back the savedata import feature.

Im pretty positive we will be able to import our saves no matter the system. Mike Laidlaw said that Bioware is commited to letting us use the world we help create.
Honestly I would be ok even if they just handled imports with a questionair at the start of the game. We could just answer questions about what descisions we made. It seems easier since their were so many flags in the original DA transfers.
Either way a lot people are in the same boat. I wouldnt worry to much about it. Bioware will figure something out.

I agree that a pre-game questionnaire for important things and maybe some in-game way to indicate how you handled some small stuff would be the easiest way to implement pseudo save importation.
Also a couple different pre-defined choice-packets for those that didn't play previous games. But NOT all the worst possible outcomes for everything choice-packets Mass Effect style.

I am also getting a PS4, and I played both of the DA games on my PS3.
I wouldn't mind a questionnaire at the beginning, or a comic, like they had for PS3 players in Mass Effect.
I guess you could save info on either your xbox or psn account and transfer that over, but that seems a lot more complicated than just answering questions.
