Lacking Skill? The player lacked the skill to compete with others in the game.
Unfamiliar with the game? The player did not understand how to play the game.

Not in my experience.
EDIT: I mean, I still end up in game with Mobius. Maybe it's because they are private lobbies though...

I don't think it even does that. I've also noticed players I distinctly remember avoiding in a "neutral" state.The Krauser wrote...

...What if Live loves drama, too? Would make sense, putting me with people I don't like and skipping the people I'd like to catch a game with. Or it could be just random, huh..

Exactly this - People I know are glitchers and have reported have come up as neutral for me too. It's a POS system really...

@krjn - are you mostly playing gold or plat? If plat, maybe there just arent enough different plat players.
