Okay, so I am recently replaying the entire trilogy, I am about 75% throught 2 and level 28.
heres the thing, The first time I played 3 and had an import I started at level 30. Initially I liked the idea but as the game went on I realized I reached the max level fairly quickly. Far before even the point of no return. I don't want that this time.
This time I would like to be able to level up right up until the final mission. while still keeping all my decisions through the previous 2 games. I have thought about using the save editor for 2 to lower my level to say 20 instead of 30. my question is, has anyone tried this? And can it cause problems(bugs)?

Shouldn't be a problem, but remember to edit your skill points to that of a level 20 character or there might be issues, not sure though.

Having modded skill points shouldn't be an issue when importing. I max out all my abilities and they transfer across without issue into the third game.
If you are worried then use the save editor for 3 to lower your level. Mass Effect 3 checks to see if your stats are correct to your level and will reset them to the appropriate level if not. You'll likely have to do one mission before it happens but do it on Earth and you'll be playing the game proper how you want.
So grab the save editor for 3 and make the adjustments there would be my recommendation.
