Perhaps, but right now the geth lack that ability and it's debatable if the geth will ever get the ability to contextualize. I don't think they ever will (without the reaper code upgrade that is).

In any case, I suspect Legion would have made a decision had it not been under Shepard's command... and nothing is special about Legion's programs apart from absorbing information about how galactic society works (and hence developing context rather faster than our own ancestors did).


Legion is special, he said so himself in ME2. He's a special platform that can hold more programs than regular geth platforms, meaning that he doesn't need to be hooked up to the geth neural network to achieve intelligence.

It's this fact that Legion has been capable of developing traits that other geth do not have. It's because of Legion's disconnection from the network that he's capable to develop individualism and has the potential to become sapient. The other geth, due to their very nature, lack this potential.

Exactly. Not just that, but every council species has exterminated large numbers of AIs before. The Quarians were just unlucky.

What are the chances that someone will find a random sniper rifle just lying on the ground, eh? And then give someone time to aim it, reload it, and then fire again? It's just bad writing at that point.

Plenty of them knew, they just lied because of Joker and they liked her. I personally struck up a friendship with EDI. It was very satisfying to destroy all sythetic life then.

I don't think the Quarians were unlucky, but were sacrificed by an immoral council policy that was inconsistent. Why did the Council not intervene at all, either to contain the threat of the Geth or enforce their own policies regarding AI's?

One of the more comical aspects about the whole "Synths are people too!" notion in 3 is how nobody has any ethical qualms about EDI forcibly commandeering Eva Core's body.
