Liara went to Kahje to study the prothean ruins there, and discovered a promising lead in the form of encryption keys for other Prothean archives. Then she informed Admiral Hackett of a possible lead and asked for access to the Mars archive.

I'm not criticisng Liara's role or place in the canon, It was her Prothean expertise that made her more important. in the end.
Also the S/B angle on the DLC was not extended upon in GAMEPLAY except for a couple of fetch quests. That was my point.

1:They did no planning
2:Had no clue what to do with the character

be fair, as I mentioned before, they atleast had a few moments in the
early script of ME3 where they had her do some Shadow-Brokery stuff to
do. But they gave it all to Traynor instead.

I actually agree with Xil, though more because I feel that after ME1, the Prothean's role in the story is over. They have given us a chance to fight back and now the rest is up to us.
It's the reason why I don't like Javik.

Sorry I disagree that the Protheans should have been neglected, in fact the reverse. I think it should have been extended on the lines how a disorganised and decapitated society resisted the Reapers and left so much technology around for this cycle. How their sabotage of the Citadel bought us time.
Yes If Liara was needed to be S/B, then use it better in game. Not make it appear like a loose end or ret con by having Cerberus wipe her network off the map.
The S/B resource was far more important than just Liara herself
