I think it wouldn't have made much sense if Liara had simply "stumbled" across the crucible plans. Using something like the SB ressources was probably necessary to make finding the plans at least somewhat believable.

Perhaps Javik could be replaced by a character of another race with the same attitude. Although I'm unsure how I could justify having Shepard have such a person on the ship at all.

Javik is the real hero. Not Shepard. Shepard didn't stand as the last member of his race. Javik is a hero without even wanting to be. Shepard is just filler until Javik comes along.

The base moves, according to the books. That he settles the base at similar-looking stars doesn't mean they are the same.
