Or it might be he just can't let go of his hatred.
I always let the werewolves get converted back. The moral thing to do.

^ I ended up killing the Dalish on my canon playthrough. My Dwarven noble had spent years using careful diplomacy and manners to get by. Being exiled freed her, she became somewhat of a bully with good intentions. If people wouldn't help her willingly to end the blight she'd try to force them too.

Thus, when she encountered the Werewolves and learned the truth of their situation she decided the best course of action was to force Zathrian to end this curse, which would consequently also save his own people and secure Dalish aid for the Blight. And what better way to force him to end the curse by showing up with an army of Werewolves at his doorstep? She never believed he would refuse when facing certain death, she was 100% positive he would end the curse before any violence was necessary.

She was wrong, and the situation quickly spun out of control. She felt tremendous guilt afterwords for the number of innocent deaths she was responsible for, and from there on out she strived to be better. She never again used an intimidate or bully option throughout the game.

It was a rather important part of her character development if I do say so!

...... but honestly, I just wanted Werewolves in my army so I had to create an elaborate explanation to justify her being an accessory to mass murder.

1. How do you let them go without punishment? Pretty sure having to live for years as animal in the forest is quite a punishment.

2. They attacked elves because that's what they do. They are werewolves and struggle insanely a lot to control themselves. They only learned to even talk and control each other a little once they met Witherfang and even then they stayed pretty animalistic.
