 Whipped up an Amell mage, was gonna do classic blood mage, but never did try the arcane warrior

I'm just not sure what to do with him, how do I build it?

Base stats, cept magic with armor?

It depends how you want to build it. You can play a mage that wades into melee and hits things with an axe, or one that casts like a usual mage but is rather better protected. Or somewhere in-between.

Stats will be the same either way (basically everything into magic), but your spell selection and equipment will differ by a lot. If you're melee oriented you're focusing on defensive spells and things that make you hit harder. Rock armour, shimmering shield, arcane shield, heroic offense, haste, miasma, flaming weapons, that sort of thing. Healing yourself is always nice too. That still leaves room for nukes and disabling spells - here it's a good idea to focus more on spells you can cast with weapons drawn (some spells can't be cast if you're holding a non-staff weapon - you have to sheathe it first, which makes the cast animation a lot longer). A lot of the usual suspects work here - paralysis explosion, mana clash, virulent walking bomb, crushing prison, blood wound are all castable with a weapon drawn. Gear will need a lot of mana regen (shimmering shield eats a ton) and attack is nice to have too. Typical equipment might be Evon the Great's mail with the rest of Wade's set, Maric's Arms, helm of honnleath, lifegiver, key to the city and the high regard of house dace. If you're on console you have a lot more leeway because mana/stamina regen is more plentiful.

If you just want to be a well-protected caster, then the usual spells work just as well as they do otherwise.

about the stats, first go for magic 38, with a couple of points in constitution,
then you need to pump up dexterity to 20, then magic again, and perhaps some point in constitution.
I would normally suggest 20 con, 30 dex, and the rest magic in origins,
but there is a shield sticker in awakening that adds 20 of everything,
so i try to get by with lower con & dex than optimal in origins, for peak performance in awakening.
You will at times feel that willpower is on the low side in beginning, but mana pool increases automatically for each lv, so try to get by with equipment for mana boost.

On spells
first rock armor and spell shield, then spell wisp, force field, flaming weapons,
the whole arcane warrior line, the whole mana clash line, the whole arcane mastery line,
you will stack spell wisp and spell might before activate flaming weapons.
After that, blood magic up to blood wound, and haste line, and battle mage if you do awakening.

The best equipment for AW / BM is Cailens arms and armor, due to regenerations,
andruils blessing belt, high regard of house dace amulet
add lifegiver ring, and in awakening soulbond ring.
awakening also has a formidable amulet in natures blessing, 3 mana regeneration.
